Board of Directors
Yiğit CENGİZ – Chairman of the Board
Yiğit Cengiz graduated from Istanbul Technical University’s Information Systems Engineering department and completed further studies in the USA. He founded PayTR, Turkey’s first domestic payment institution, in 2009. In 2018 he passed on the role of CEO and continues to serve as Chairman of the Board. He is widely recognized as a pioneering entrepreneur in Turkey’s payment systems sector.
İsak ANTİKA – Vice Chairman of the Board
With 40 years of experience, İsak Antika founded Antika Partners—Merrill Lynch’s strategic partner in Turkey—and served as Managing Partner. He held leadership roles at JP Morgan for 18 years, including Head of EMEA Investment Banking and seat on JP Morgan’s Global Executive Committee. He holds a degree in Industrial Engineering from Boğaziçi University.
Mehmet Murat ÇAVUŞOĞLU – Board Member
With 30 years in finance, Murat Çavuşoğlu served as Managing Partner at Southeast Europe Equity Fund and founded Taurus Capital Partners. He previously was GM at Fiba Holding and began his career in Goldman Sachs’ M&A group in London. He earned degrees in Electronic Engineering (University of Virginia) and Systems Engineering (Stanford University) and an MBA from Harvard.
Selmi Haleva KAPELUTO – Board Member
Selmi Kapeluto brings 26 years of experience in corporate finance and private equity advisory, having served as Deputy GM at Antika Partners and as specialist at Taurus Capital Partners. She began at TSKB’s Corporate Finance Department and holds a degree from Marmara University.
Süreyya Merve TEZEL – CEO
Merve Tezel graduated from Robert College and holds degrees from Ithaca College and Lehigh University (USA). She began at Yapı Kredi Bankası, then Garanti Payment Systems, and spent 15 years at Visa Europe Turkey as Management Consultant and GM. Since March 2023 she has led PayTR as CEO, focusing on customer experience, fintech innovation, and digital strategy.
Mehmet Sezgin – Board Member
With 40 years’ experience, Mehmet Sezgin heads myGini Inc. since 2017, having previously led Global Payment Systems at BBVA and co-founded Garanti Payment Systems. He has chaired BKM, KKB and the Banks Association Risk Center, and holds degrees from METU and UMass Boston.
Rıdvan Tarık Tombul – Board Member
Tarık Tombul began at Garanti Payment Systems in 2001, led fraud prevention at Garanti Bank, co-founded PayU Turkey, and served as PayTR’s CEO until 2023. He now sits on PayTR’s Board and TÖDEB’s Board of Directors.
Hami POLAT – Board Member
Hami Polat has 14 years in corporate finance, serving at Pragma and Rothschild before joining AGL Istanbul as Senior Specialist. He holds degrees from Koç University and SDA Bocconi and began at JP Morgan Istanbul Treasury.
Nihan Cengiz – Board Member
Nihan Cengiz holds degrees from Boğaziçi University, Cornell University and Columbia University. She has served on PayTR’s Board since 2020.
Executive Management
Bülent Elçin – Deputy CEO, Sales
Bülent Elçin graduated from Bilkent University (1994) and served at Real Hypermarkets, Best Buy Turkey, Hepsiburada, then as CCO at eBay/GittiGidiyor. Since November 2024 he is CSO at PayTR.
Bülent Muşlu – Deputy CTO
An IT veteran since 1991, Bülent Muşlu holds degrees from ITU and has led infrastructure, security and risk at Alarko, HPE, BKM. He is CTO since September 2023 and holds ITIL®, ISO and PCI certifications.
Feyza Dereli Fedar – Deputy CMO
Graduated from Boğaziçi University (2003), Feyza started at PwC, Tofaş, Garanti Bank, then CRM/Digital Marketing roles at GittiGidiyor. Since September 2023 she is CMO at PayTR.
Sami Pardo – Deputy CFO
Sami Pardo graduated from Istanbul University. After PwC, TEB Factoring and Portfolio, he spent 13 years as CFO at eBay/GittiGidiyor. Since October 2024 he is CFO at PayTR, holding SMMM and audit licenses.
Zafer Latif – Deputy GM, Product Management
Zafer Latif has 11 years in payments, joining PayTR at inception. He has led licensing, regulatory compliance, and product innovation, earning PSM awards. He has served as Deputy GM for Product since 2021.
Risk Management & Internal Control Leaders
Bekir Kamalı – Internal Control Manager
Bekir Kamalı holds degrees from Anadolu and Selçuk Universities in Business, Tourism, Web Design and Social Media. With 30+ years in fintech and beyond, he has led PayTR’s Internal Control since August 2012.
Burcu Ergenç – Risk Director
Burcu Ergenç graduated from Ege University. She began at Akbank, chaired security at ÖDED, served as Risk Manager at Paratika and Payten, and joined PayTR as Risk Director in March 2022, specializing in onboarding, fraud prevention and regulatory risk.
